Much of the correspondence is between Secretary of State John Hay and Jacob Gould Schurman, President of the Commission. Other correspondents include J. E. Sawyer, Thomas W. Cridler, J. H. McGowan, A. E. Buck, Seretary of the Commission John R. MacArthur, Acting President of the Commission Charles Denby, Acting Secretary of the Commission Alvey A. Adee, Secretary of War Elihu Root, Secretary of the Navy John D. Long, and other government officials.
